3. Proceedings:
(1) Before entering into discussions, Korean Chief Delegate Dr. Chin O YU expressed the deep regret and disappointment of the Government and people of the Republic of Korea over the one-year extension of the validity of the so-called "Calcutta Agreement" made on October 27, 1960. He said that this was a severe blow to the sincerity and determination of the Korean Government and people to improve the relations between the Republic of Korea and Japan in the interest of stability and good-neighborly relations in Asia as well as world peace. Dr. Yu stated, however, that the Korean Government nevertheless decided to continue the current Talks with patience in consideration that indignation alone would not contribute toward the solution of the problem and to wait for the Japanese Government to show friendship and sincerity toward its neighbor.
(2) Japanese Chief Delegate Dr. Renzo Sawada took note of the grave concern of the Korean Government and people over the said extension. He continued he was very glad to hear that the Korean Government had decided to continue the present Talks. Dr. Sawada remarked that the Japanese Delegation would make its best efforts to bring about the successful conclusion of the current Talks so that this unpleasant factor existing between the two countries might be eliminated.
(3) As regards is the rules of procedure such as official languages, interpretation, official summary records and press release, it was agreed that the practices established during the proceeding Overall Talks should be followed. In accordance with this agreement, Mr. Chul Soon Moon was designated as the officer responsible for drafting the official summary records for the Korean side, and Mr. Atsuahi Yuama was named to perform the same function for the Japanese side.
(4) In order to facilitate proceedings of the Preliminary Talks, the following Committees and Sub-committees were agreed to be established, following the precedents of the preceding Overall Talks:
a) Committee on Basic Relations
b) Committee on Korean Claims
i) Sub-committee on Claims
ii) Sub-committee on Vessels
iii) Sub-committee on Art Objects
c) Committee on Fisheries and "Peace Line"
d) Committee on Legal Status of Korean Residents in Japan.
It was farther agreed that the various Committees and Sub-committees, except the Committee on Basic Relations, would enter into session from the beginning of the next week (November 7, Monday).
(5) The press release on the present session, the text of which is attached hereto, was agreed upon by the press officers of both sides.
