Dear, Mr. President:
As I reported by cable Nos. FTB-009 of October 5, MTA-044 of October 6, and MTA-045 of October S, respectively, the 8nd sleeting of the Subcommittee on other claims with regard to Korean Art Objects, the 7th meeting of the Committee on the Legal Status of the Korean Regidents in Japan, and the 14th meeting of the Subcommittee on Vessels have been held at the Japanese Foreign Ministry, respectively as follows:
1. The 2nd meeting of the sub-committee on Other Claims with Regard to Korean art Objects --- 10 a.m.Saturday, Oetober 4;
2. The 7th meeting of the Committee on Legal Status of the Korean Regidents in Japan ---- 3 p.m. Monday, Oetober 6;
3. The 14th meeting of the Subcommittee on Vessels ---- 3 p,m. Tuesday, October 7.
a) The 2nd meeting of Subcommittee on Other Claims with Regard to Korean Art Objects At this meeting stating that it was not in receipt of its Government instructions regarding the matter on Korean art objects due to the suspension for some time of the Overall Talks, the Japanese side regretted that it was not albe to give a reply to our request put forward at the first meeting. (We reguested the Japanese side at the first meeting that a complete list of all the items of Korean art objects which the Japanese side would be ready to turn over to us be submitted to our side) The Japanese side continued that, inasmuch as the Overall Talks have been reaumed, it will exert efferts to Obtain at an early date its Government instructions in this regard and to work out satisfactory solution to the matter on Korean art objects.
Our side demanded that a favorable reply be given to our request under reference as soon as possible.
At the meeting, Minister Yiu told the Japanese that Counsellor Choi would replace Mr. Yiu to head our side at this Subcommittee from the next session
b) The 7th meeting of the Committee on Legal Status of Korean Residents in Japan The Japanese side requested us to make comments on the Japanese suggestion with regard to criteria of deportation.' put forward in the early part of July. In accordance with Government instructions No.Oijung 3554 of September 18, we told the Japanese side that we reserved our comments on the Japanese proposal under reference, demanding that the Japanese side present more constructive idea to this meeting regarding the matter to expedite the proceeding of the Committee works.
Replacing Minister Yiu, Counsellor Choi headed our side at this Committee.
Next meeting will be held at 3 p.m. on Monday, October 13, and, therefore, it is desired that the Government draft proposal referred to in sub-item 1, item I of Annex II of instructions No.Oijung 3354 be sent to this delegation by that time so that we could present it at the next meeting for obtaining the Japanese comment thereon.
c) The 14th Meeting of the Subcommittee on Vessels
The Japanese delegation repeated its proposal that the Sub-committee enter into substantial discussion from agenda A either by employing the proviso "adopted on November 8, 1951" for all of the four agenda items, or by leaving the metter of the wording of the agenda item D for its solution at a later stage or through a small joint drafting committee.
In accordance with the Government instruction No.Oijung 3554, our side proposed at this meeting that the Sub-committee enter into substantial discussion from agenda A by shelving the question of agenda-adoption with regard to C and D. The Japanese side refused our new proposal with the arguments that it was hardly understandable to shelve the question of agenda adoption of items C and D when the wording of agenda item D was the only remaining question in connection with the adoption of agenda items of this Sub-committee.
In this connection, it is pointed out that the Government instructions No.Oijung 1851 of May 21, 1958, authorized this delegation to proceed the meetings of this Sub-committee on the basis of the same four agenda items A, B, C, and D which had been adopted in the previous conference in 1951.
Such being the case, the idea of leaving the matter of the wording of the agenda item D to a drafting committee or for later solution at this Sub-committee, would not be to our disadvantage in substance, for the matter regarding the so-called "141 Japanese fishing vessels" have been shelved for higher levels' decision and we could immediately enter into substantial discussions from agenda item A.
In view of the above, this delegation is of the opinion that we bad better enter into substantial discussions from agenda A leaving the question regarding the wording of agenda item D for later decision at a drafting committee or at this Sub-committee. Your favourable consideration in this regard would be highly appreciated.
