Dear Mr. President:
As 1 reported by my cables Nos. MT-090 of July 7 and MT-091 of July 8, the seventh meeting of the Vessels Subcommittee and the sixth meeting of the Legal Status Committee were held at the Japanese Foreign Office at 3:30 p.m., July 7, and 10:30 a.m., July 8, respectively.
The following is the proceedings of these meetings:
I. Subcommittee on Vessels
Following the sixth meeting an informal meeting was held, attended by a few ambers of both sides with a view to working out a solution to the question on the proposed agenda item (d).
At this meeting Japanese officials stated that they would favorably consider the addition to the item (d) of the words: "as adopted on November 6, 1951,' instead of the words: "as of November 6, 1951," in this regard. However, the above Japanese officials suddenly reversed their stand, when they notified us shortly before the opening of the seventh session on July 7, that they could not agree to the addition of such words as "as adopted on November 6, 1951," to the agenda item (d), upon the "pretext that other members of the Japanese side were strongly opposed to such formula.
In view of the above, at the seventh session our side pressed the Japanese side again for its acceptance of our original proposition that the words: 'as of November 6,1951," be added to the item (d). The Japanese side maintained that the wording of the item (d) be left unchanged and thus proposed to decide as follows:
Agenda of the Subcommittee on Vessels are the following four items which were adopted on November 6, 1951:
a......Vessels of Korean registry and vessels...
b......Vessels Located in Korean waters...
c. ....Five (5) vessels on loan...
d. ....Fishing vessels detained in Korea...
Our side of course, raised objection to such method of the expression.
In this connection it is the view of this delegation that the Japanese side grew more reluctant (less constructive) in working out a solution to the question of wording the agenda item (d).
It was later agreed to hold the eighth session of the Subcommittee on Friday, July 11, at 3:30 p.m.
II. Committee on Legal Status of Korean Residents At the sixth session of the Committee held on July 8, the Japanese side verbally submitted a draft plan, showing criteria for "deportation* of Korean residents. As the contents of the submitted idea were nothing but re-arrangement of Article 24 of the Japanese immigration law (relating to deportation), our side said that the Japanese idea could hardly be the basis for discussion et the Committee. We instead requested the Japanese side to submit a new proposal regarding "deportation" in writing.
The Japanese side, repeating its adamant argument that special treatment to the Korean residents be considered within the framework of its laws, said that it would put into a written form the draft plan regarding "deportation", and hand it to our side in a few days. The date for the next meeting would be arranged between the two chief members after our side looked into such a written draft.
