Item I. The 22nd Session of Sub-committee on Vessels was held at 3 p.m. on December 2 at the Japanese Foreign Ministry. Next meeting will be held at 3 p.m. on December 9.
At today's meeting, our side reiterated that the Japanese side should give a reply to first list of 31 vessels of Korean registry, pointing out again that the legal basis of our claims under agenda A had been repeatedly made clear to the Japanese side. the Japanese side maintained that it received our first list of vessels only for its own reference. The Japanese side also repeated the same remarks made at the previous meeting that the Sub-committee should proceed to agenda B and then agenda C and D, subsequently, in view of the divergent views on the legal basis of Korean claims under agenda A. Countering the Japanese insistence on the method of proceedings, our side re-stated that the Sub-committee should settle first the problem under agenda A and, only thereafter, it could take up the matter under agenda B.
Item 2. In accordance with government instructions No.4355 of November 24, the delegation put forward some questions to the Japanese side in the course of today's talks, and the Japanese answers thereto are as follows:
1. Regarding the words " received the list for reference ", the Japanese side replied that it received the list only for reference, as it does not consider that Japan is legally obligated to return vessels under agenda A, and that, therefore, the receipt of the list had nothing to do with the question of returning those vessels.
2. The Japanese side stated that it raised a few questions on some vessels in the list under reference also for reference, which had nothing to do with the question of returning such vessels.
3. In reply to our request that the Japanese side present its point of view in writing, the Japanese side stated that, though it did not think it realistic and effective way for proceeding of talks, if the Korean side present the legal basis of its claims in a written form, the Japanese side would consider a reply thereto in writing.
