Dear Mr. President:
As I reported by cable No.MT-094 of July 12, the 8th session of the Vessels Subcommittee was held at the Japanese Foreign Office at 3:30 p.m., July 11.
At this meeting our side pressed again the Japanese to come to our terms regarding the addition of the words: "as of Nov. 6, 1951," to agenda item (d). However, the Japanese side, showing no inclination to do so, maintained its original stand - that the wording of the said item (d) be left unchanged, thus the agenda for the Subcommittee would be: "Agenda of the Subcommittee on Vessels are the following four items which were adopted on Nov. 6, 1951: (a)...(b)...(c)...(d)..."
Our side, objecting to such method of expression, reiterated that it was in accordance with natural outcome of the debate to date at the Subcommittee to add the words: "as of Nov. 6, 1951," to the agenda item (d).
As mentioned in my letter No.16 of July 10, it seems that the Japanese side is now taking a delaying tactics in the negotiations at various meetings, saying that it is desired that the Fisheries and "Peace Line" Committee also start functioning as soon as possible. In view of the above situation, Your Excellency's guidance as to future proceedings of the Committee and Subcommittee meeting would be highly appreciated.
