Agreed Minutes
1. Minister for Foreign Affairs of Japan:
Clause 1 of the memorandum should not be interpreted as signifying Japan's recognition of so-called "Peace Line."
Chief of the Korean Mission in Japan:
I take note of the above-expression of interpretation.
2. Chief of the Korean Mission in Japan:
I understand that when the problem of treatment of Korean residents in Japan is discussed at the general talks to he resumed between Japan and Korea, the problem of the deportation of illegal entrants will also be a subject of discussion. Minister for Foreign Affairs of Japan:
So do I.
3. Chief of the Korean Mission in Japan:
I understand that the agenda of the general talks to be resumed between Japan and Korea will be the same five items that were discussed at the first, second and third conferences.
I further understand that the following problems are included in the said five major items to be discussed at the general talks:
1) Basic Relation
a. Matters concerning the confirmation of the fact that the treaties and agreements concluded in or before 1910 are null and void.
b. Respect for and non-intervention in sovereign rights.
2) Status and Treatment of Korean Residents
a. Status of Korean residents in Japan.
b. Property right acquired by Korean residents.
c. Property to be taken by repatriating Koreans.

So do I.
4. Minister for Foreign Affairs of Japan:
I understand that, with regard to the "Statement of U.S. Position on Interpretation of Article 4 of the Japanese Peace Treaty with respect to Korean-Japanese Claims Settlement" dated March th, 1957, the Korean Government is also of the same opinion.
Chief of the Korean Mission in Japan:
Yes. In this connection, the Korean side would like to submit far discussion at the resumed talks the same proposal that it had submitted at the previous talks with regard to the problem of claims.
Japanese Delegate:
In case the Korean side submits Bach proposal we would have no objection to discussing it in the first instance. The opinion of the Japanese side as regards the proposal will be expressed at the general talks.
