Excellency:
In compliance with the instructions given me on Wednesday I drafted a statement denying the UP report saying that hopes for early accord in the current informal talks between Korea and Japan faded due to 'last-minute' demand allegedly made by me to the Japanese side. (The text of the statement is enclosed herewith)
In my statement I pointed out that the enforcement of the Peace Line and the withdrawal of the property claims by Japan have been the consistent stand of the Korean Government and this stand has repeatedly been made know to the Japanese Government.
Aside from the above UP report, the major Japanese dailies widely reported this week that Korea has not changed her attitude toward the settlement of the detainee issue and other pending problems. The Sankei Jiji News this mooning reported that Premier Kishi wanted to see me around the end of the month in order to finalize the informal talks so far conducted between his representative and me.
