I read your good letters Nos. 97,98 and 99 and Political Report No.47 end wish to thank you for the informations.
It is natural that Korean communists in Japan are encouraged by the establishment of diplomatic relations with Japan and the soviet Union. Therefore it is very important for you to counteract any move the Jap government tries to make regarding our citizens.
The Socialists' statement of policies is interesting. I am glad you told they that unless their suggestion or proposal comes through the Jap government you cannot consider it as official. The Russo-Jap agreement is passed and signed over our protests. We must make our government strong enough for them to worry about our attitude and policies toward them. We have to do everything we can to build up our strength.
I would like to know definitely how far from the coastal lines of Russian territory are Jap fishermen allowed to fish.
The Jails still do not realize our attitude toward the Koreans who entered Japan before 1945. We told them a number of times that those Koreans (including criminals and political refugees) who entered Japan after 1945 will be accepted by this government but that the repatriation of pre-war detaines will have to be handled differently.
In this connection we might as well tell them that this government will accept all or more of the 600,000 Koreans if they are sent back to Korea, whether they are communists or not. Therefore, they must agree with us in writing they will pay ＄500 compensation to each of them. I think we should propagandize that in order not to cause friction for an indefinite length of time between the two countries we are offering to settle this question in an easy way and that if they refuse to accept this now it will be difficult for them later on.
You may assure them all their fishermen who have served their sentences and even those who have not will be sent back any day on condition they agree to sign the peace line agreement and the agreement that they will never arrest any Korean without legal charge.
The Japs maintain they can. deport our people under the Immigration Law. Your answer should be that although they may have all the laws of the world they cannot treat Korean residents in Japan as immigrants or foreign aliens who have violated immigration Law. They must know that Koreans did not go to Japan voluntarily but were forcibly taken by the Japs to help Japan in her fight against America without compensation all these years.
In order to settle this knotty problem we shall make it easy for them by asking them to pay compensation for everyone of these people. If they agree we will accept them.
You may have noticed that our radio stations are broadcasting each day at a certain times in Korean, English and Japanese, commentaries which explain the true situation to the Jap public because we believe that if these people know it they will be able to settle all problems to their satisfaction. Please have someone in the Mission advertise in Jap papers that we ask them to hear these broadcasts.
The Jap government must pay what is due us. I am glad they are willing to buy the boats and send them to Korea. That is one of the things the Jap government must do if they want to do what we ask.
You have been working hard to solve some of the problems. I think we should bring pressure to bear on the Japs now that they are anxious to get their fishermen back before the year ends. You may tell them in a statement that "we do not want to keep any of them but that we are forced to do it. If the Japs do what is right there is no earthly reason why we should detain even a single jap fof one day. So please thing this over carefully and do not lose the opportunity to do what is right."
Hatoyama's retirement does not interest us, but we want to know how things are going on in Japan because it might help us to make our policies clear regarding Japan. We do not have to wait until they find it convenient to attend to our problems.
Do your best now and let us settle something before the year is over.
