I have told you before of the conversation ◆◆◆◆ with ◆…◆ State Bulls on the presence of ◆…◆ I would like to repeat it here.

After Mr. Dulles ◆…◆ I wrote him a couple of times reminding him that it was an unwise policy of the U.S, to make Japan once again the dominating power in ◆◆◆◆b cause all the other oriental qation were afraid that, being a militaristc power, Japan would destroy all the shall independent states of Asia. If these nations were forced to join with Japan they would join with the Communist and stand against America, rather than be forced into slavery by the Japanese.
 
One of these days I shall tell Americans how the state department officials bluntly told you to stop talking against Japan and America.
 
Mr. and Mrs. Allen Dulles were here and we did all we could to entertain them and they were very happy. As a matter of fact, they brought with them from America a beautiful large silver platter and we certainly appreciated this gift. I told Mr. Julles personally America and Korea are very good friends but that our policies are dissimilar. Duty to one's nation and duty to a friend are two different things and I would not let personal friends interfere with my duty to my nation.
 
In my letter No. 90 I told you I wished you to do all you could to have the State Department make a definite statement of its analysis of Article 4 of the Japanese Peace Treaty with respect to the Korean-Japanese claims settlement and not, just given an "opinion."
 
Subsequent to my writing to you, Minister Kim prepared a memorandum but unfortunately did not get some of the points straight. A copy of this memorandum is enclosed with my pencilled markings. I sent him a copy of my letter to you an have dictated another letter to him so I hope that something may now be achieved. When the State Department takes a definite statement we can have their release it in Washington simultaneously with Seoul and Tokyo.
 
We should also strongly protest the meaning of Japan and her proposed peaced treaty with Russia. We should point out that Japan should stand loyal to the linited States because it did not make Japan a territory of the United States after she lost their war, but instead restored her to independence and built her up economically and militarily. She is now turning against her benefactor nation.
