Summary Record of the Second Session of the Fisheries Committee
1. Date, time and place
February 22nd, 1952 (Fri.) 14:10 hours-16: 45 hours

3. Questioning & Answering
>The session was commenced with the questioning of the Korean chief representative on the explanation of the reasons of the proposal made by the Japanese chief representative at the preceding session.
Stressing the importance of clear definition of the terminology in connection with the future discussions, Mr. YIM asked, among others, to clarify the meanings of the “assurance for the free enterprising activities in the high sea” and the “relevant countries on the preservation and development of the (fishery) resources” to which Mr. CHIBA answered that the assurance for the free fishing activities in the high seas could be obtained by agreement between the contracting parties not to lay any restriction on the activities of the nationals or fishing vessels of the other party in the high seas. Mr. CHINA continues that the conception of “relevant countries” in this case meant the countries which have engaged or are engaging or intend to engage in the exploitation of certain high sea resources, without regard to whether or not they have contributed in the preservation and development of the resources. Mr. YIM, then put the question which of the following two attitudes Japan takes in its fundamental spirit toward the preposed agreements:
1. to assure the free enterprising activities in the high seas, or
2. to devote efforts for the enduring preservation and development of the fishery resources contributing to the benefit of the human being. Mr. CHIBA stated that he would answer it at the next session.
4. Next session
It was agreed that the next session would be held on February 26th at two o’clock in room No. 411, Ministry of Foreign Affairs.
5. Name of the Committee
Both parties agreed that the name of this committee hitherto called the “Fisheries Sub-Committee” should be called the “Fisheries Committee” of KOREA-JAPAN CONFERENCE.
