In continuation of my despatch No. 138 of the 7th instant, I have now to report that the Koran Mission arrived here on the evening of the 13th instant.
The foreign Minister informed me today that the powers of the Envoys are at present confined to the exchange of the Ratifications of the recent convention between Japan and Korea and to the delivery of the letter of apology from the King of Korea to the Mikado in fulfillment of the Sixth Article of that convention. The Envoys will be received in audience by the Mikado on the 19th instant.
The foreign Minister also mentioned that in contrast to the two previous Korean missions to this Court, which had been instructed by the Korean Government to hold no intercourse with foreigners when in Japan the Envoys in this case have been authorized to cultivate friendly communications with the Foreign Representative at Tokio.
