Sir,
I have to request that you will proceed to Chefoo tomorrow by the steamer “Taku” carrying with you the Chinese text of the draught treaty about to be concluded between the United States and Corea, a translation of this draught, and a letter addressed to Ma Taotai by the Grand Secretary Li, instructing him, as I believe, to assist Admiral Willes in the negotiations which, as you are aware, the Admiral had been instructed to attempt.
Admiral Willes, I have reason to think, will have left Chefoo, but Commander Bridger, H.M. gun vessel “Sheldrake,” has promised to carry you over to Corea, and the Admiral has been apprised by telegraph that you are on your way thither.
I shall give you a farther letter to Commander Bridger, to request him to wait until Admiral Willes arrives.
When you reach Corea, you should lose no time in communicating with the Taotai Ma, whom you will find on board one of the two Chinese gunboats that were ordered to accompany Commodore Shufeldt, the American Plenipotentiary.
I have promised Admiral Willes the services of Mr. Spence as Interpreter, but I cannot doubt that your experience in the Chancellerie will enable you to be useful to the Admiral, should he have treaties, protocols, or similar papers to prepare.
For such money as you may require you will draw upon the Shanghai Consulate. Mr. Hughes will be instructed to honour your draughts.
As soon as Admiral Willes can dispense with you, you will make the best of your way back to Peking.

I am happy to be able at last to forward Your Excellency by the hand of Mr. Maude, Second Secretary of Legation, copy of the Chinese draught of the Treaty believed to have been negotiated between Corea and the United States, with an English translation of the text. Mr. Maude carries also a letter addressed by the Grand Secretary Li to Ma Taotai, a very intelligent Chinese, who was sent over at the same time as Commodore Shufeldt’s mission. Ma Taotai speaks French well. He has also some acquaintance with English.
I only received the text of the treaty on the evening of the 19th, and the letter to Ma Taotai only yesterday morning. Hence the delay, which, however, I trust has not seriously inconvenienced Your Excellency.
Commander Bridger who, on learning from me that I had nothing as yet to send you, had taken his ship down to Taku, was as good as to come up and see me on the 20th, and I have requested him to wait at Chefoo until the arrival of Mr. Maude and, if Your Excellency should have left Chefoo, to carry him over to Corea.
