I had the honor on May 7th the telegraph you that I had gone to Corea and on the 27th instant I telegraphed you that I had returned from that country with “the treaty made and intercourse established”
I now have the honor to forward herewith in the despatch bag of U.S. Consulate General,
one original in English and
one original in Chinese
if the treaty made on the 22nd instant at Yin-Cheun, Chosen by myself and the two Commissioners, duly appointed on the part of the Government of Chosen.
This treaty is the same in its essential features, as the Draft 5#; forward to you on my communication of April 28th, and was agreed to without any political consideration whatever, and only upon the promise which I had previously made and repeated, that I would forward to the President of the United States, a letter from the King of Chosen, stating the political relations existing between Chosen and China. This letter with a translation accompanied has despatch and will, I trust, meet with such a response from the President as I may deserve. I also forward herewith another communication from the King of Chosen with a translation, which is an answer to one that I had the honor of learning from the President of the United States to Chosen.
I also forward with his despatch the original in Chinese, together with a translation in English of document presented to me but the Corean Commissioners as an evidence of their power to make the treaty.
Owing to the early departure of the mail, I have only time to say in this brief despatch that the whole translation was of the most friendly character not only on the part of the officials but also of the people of the country. The treaty was signed in view of the Ship in a tent erected on the shore by the Corean Commissioners. We were appreciated by a large number of the officers of the U.S.S. Swatara and by a filt of marines bearing the American flag. On it completion in the Swatara fired a salute of twenty-one gun, having the first salute ever given by any Western Nation to the King of Chosen.
This friendly treaty was signed very near the spot where the collision occurred between our naval forces and the Corean in 1871, and thus obliterates at least from the minds of the Coreans the memory of the event. I hope that it may be considered of sufficient importance to American interests in the East to secure to ratification.
At my request the Government of Chosen has issued instructions to the authorities of the three open ports to receive in friendly manner the visits of any American vessels of war that may be directed to go there. You will, no doubt, see the importance of such visit, pending the ratification of the treaty.
A detailed report of the whole translation and correspondence connected herewith will follow by the near mail, thus ending my intercourse the special duty to which I had been assigned by the Honorable Secretary of the Navy for permission to remain abroad on naval duty, and that I have this day written to the same effect to the Navy Department. If this is granted I will send home the remaining two copies of the treaty, either by mail or in such way as the Honorable Secretary of State may direct.
