Sir:
I have the honor to present the enclosed letter from Mr. Brooke of Yokohama who proceeds this day to Nagasaki for the purpose of officially accompanying the American Fleet on their intended expedition to the Corea.
Mr. Brooke informs me that he is desirous of offering his services to the Japanese Government as special and private reporter on this Mission.
Being in the employ of Your War-Department beg respectfully to suggest that it would be advisable for the Japanese Government to send an agent at this particular time to the Corea in order that they may be put in possession of the exact state of affairs as soon as the Governments of other Powers and I may here point out that it is customary for all governments to send confidential agents on missions of this kind.
Mr. Brooke I consider would perform this duty to the entire satisfaction of the Japanese Government and I recommend him to your notice.

Gentlemen,
Being about to proceed on a Tour of observation to the Corea on board the American Squadron, I have thought it not improbable that the Japanese Government might desire to possess special reports of the projects of the negotiations and the results arrived at together with such information as I might become possessed of with respect to the present Condition of the Corea and its people.
In the event of hostilities occurring, ― a highly probable contingency, ― an account of the forces employed on both sides, the arms used, and a description of the actual operations of war as between the Americans and the Coreans cannot fail to be of considerable importance to the Government. Japan, as you are aware, having been formerly, in ancient times much engaged with the Coreans, and owing to the close proximity of the Corean peninsula to the southern extremity of this country, it must always be an object of national concern to the governments to be well informed of the policy and prospects of that country, the extent of the forces they can bring into the field, the arms they use, and the condition of whatever shipping they have that would be available for a descent on Japan.
My report would be special and confidential.
I proceed this day to Nagasaki, where the American Fleet rendezvous and should you have any communication to make to me of your desires, or any instructions to give, you will please forward the same to the care of the American Consul at Nagasaki by the next Pacific Mail leaving Yokohama.
