Sir:
Should the Shenandoah not have accomplished the object of her visit to Corea, the Department at the request of the Secretary of State, directs you on the application of the Consul General at Shanghai, to detail a vessel to convey him to Corea for the purpose of enabling him to carry out instructions which he may have received on the subject, provided you can spare a vessel from other important service, without inconvenience.
