My Lord,

Queen Anne’s Mansions, St. James’ Park, October 31, 1883

WE heard last year with the liveliest satisfaction of the signing of a Treaty between Great Britain and Corea, by which, following the precedent set by the previously signed Teaty between the United States and Corea, the opium trade was absolutely prohibited. The United States’ Treaty has been ratified, but we observe in the newspapers a statement that Sir Harry Parkes is proceeding to Corea to procure some modifications of the Treaty negotiated by Admiral Willes, or to set it aside, and contract a new Treaty.
Although no expressions of dissatisfaction with the Article which prohibits opium have come to our knowledge from any quarter, and we are far from imputing any such dissatisfaction to Her Majesty’s Government, yet we conceive that the grave importance of the subject will justify us in addressing to your Lordship an expression of our earnest hope that the Treaty which will eventually be ratified will contain a clause prohibiting the opium trade, as expressly and entirely as the American Treaty prohibits it.
The terrible evils which have resulted from the opium trade with China, and the embarrassments which it is still inflicting upon our relations with that country, have, we confidently anticipate, induced your Lordship to resolve that from the outset British commercial intercourse with the Kingdom of Corea shall not be infected by so malign an element. In adopting this policy your Lordship will be strengthened, not only by the precedent of the recent Treaty between the United States and Corea, but succeeded by so remarkable a development of trade with that country.
Hoping that your Lordship will be able to favour us with an assurance that we may set our minds at rest in respect to the subject of this letter, we have, &c.
