Dear Sir,
I am in the course of preparing for publication under the auspices of the Canadian Institute of International Affairs, a manuscript dealing with the recent controversies in the field of public international maritime law and the continental shelf.
I believe at the moment that same difference of view exists between your Government and that of Japan regarding the 'continental shelf' and the general problems concerning the extension of national jurisdiction seaward, expecially in connection with fisheries in the waters lying between your country and Japan.
Any information, memoranda, exchange of papers or letters representing the views of your country of which copies could be made available to me for the purposes of the preparation of the manuscript, would be of invaluable assistance to me.
If you feel it would be advisable for me to write directly to the Ministry of Foreign Affairs in Seoul to try to obtain release of such material, I should by pleased to do so.
It is my intention, in order to present both sides of any controversy which may exist, to write to the Japanese Embassy in Ottawa, Canada, to seek to obtain whatever material may be made available representing the point of view of the Japanese Government.
