VIEW OF THE FOREIGN MINISTRY ON THE KOREA-JAPAN TALKS AS WAS REPORTED BY AMBASSADOR KIM IN HIS REPORT No.17 OF AUGUST 22
1. On the significance of the two points which the Japanese side newly counter-proposed in the meeting held on August 20, 1957, the Ministry shares the view of Ambassador Kim as was reported in his report No.17, according to which our side in the above-mentioned meeting immediately refuted the two counter-proposals of the Japanese side.
2. The said two counter-proposals by the Japanese side was made to counter our revised draft which was approved by the President on June 21, 1957, The said revised draft does not contain any significant change in substantial matters, but only proposes minor changes in wording for the purpose of making the meaning of the draft clearer.
3. Merely adhering to formalities, the Japanese side is showing no sincerity in the current talks. Completely oblivious of its past wrong via-a-vis Korea, the Japanese side is taking advantage of the U.S. attitude on property claims issue in which, according to the Japanese side, it found a way of countering the Korean claims against Japan which the latter is legally obligated to pay. At the present stage of the talks, an essential thing to be done is not to work merely wording change or to revise negotiation tactics but to make the Japanese side reconsider seriously the basis attitude toward Korea.
