AGREED MINUTES
1. Minister for Foreign Affairs of Japan:
With reference to the first paragraph of the Memorandum of Understanding regarding Measures on Japanese Fishermen Detained in Korea and on Korea Detainees the Government of Japan will complete the prescribed measures within one and a half months from the date of the coming into force of the Memorandum.
Chief of the Korean Mission in Japan:
With reference to the second paragraph of the said Memorandum, the Government of the Republic of Korea will complete the prescribed measures within one and a half months from the date of the coming into force of the Memorandum.
2. Chief of the Korean Mission in Japan:
I understand that when the problem of treatment of Korean residents in Japan is discussed at the overall talks to be resumed between the Republic of Korea and Japan, the problem of the deportation of illegal entrants will also be a subject of discussion.
Minister for Foreign Affairs of Japan:
So do I.
3. Chief of the Korean Mission in Japan:
I understand that the agenda of the overall talks to be resumed between the Republic of Korea and Japan will be the same five items that were discussed at the first, second and third Korea-Japan Conferences.
I further understand that the following problems are included in the said five major items to be discussed at the overall talks:
1) Basic Relations:
a. Matters concerning the confirmation of the fact that the treaties and agreements concluded in and before 1910 are null and void.
b. Respect for and non-intervention in sovereign rights.
2) Status and Treatment of Korean Residents:
a. Status of Korean residents in Japan.
b. Property rights acquired by Korean residents.
c. Property to be taken by repatriating Koreans.
3) Fisheries and "Peace Line."
a. Matters concerning "Peace Line."
b. Matters concerning the conclusion of a fishery agreement to provide for measures to prevent fishing disputes and to conserve fishery resources.
Minister for Foreign Affairs of Japan:
So do I.
4. Chief of the Korean Mission in Japan:
In connection with the Korean Claims, the Korean side would like to submit for discussion and settlement at the overall talks to be resumed, the same proposal that it had submitted at the previous talks.
Minister for Foreign Affairs of Japan:
In such ease, the Japanese side has no objection to discussing for settlement such Korean claims with all its sincerity.
Minister for Foreign Affairs of Japan:
I understand that with respect to the "Statement of the US Position on the Interpretation of Article 4 of the Japanese Peace Treaty with Respect to the Korean-Japanese Claims Settlement" dated , 1957, the Government of the Republic of Korea is also of the same opinion with the said statement. I further understand that the said US Statement does not signify the reciprocal renunciation of the property claims.
