This afternoon I was suddenly asked by the State Department to come to the State Department. At two thirty this afternoon I was there and talked about an hour with David Bane, Director, Northeast Asia Section of State Department. Gist of his talk with me is as follows. This morning they read in a press ticker that Your Excellency has stated that ROK Government is not prepared to resume K-J Talks' unless the Japanese halt sending Korean people to the northern part of Korea. He said that this is a retrogression from the attitude of the former Government. He said the State Department is very concerned. He suggested very urgently that now is the time for the Korean Government to take a positive posture declaring that ROK is willing and ready to receive all Korean in Japan who want to come back to ROK.
