Your Excellency
I. I had talks with Mr. Maunoir today about the so-called registration of our people in Japan. He said that the I.C.R.C. had instructed Mr. Durand to submit a detailed report of registration, and that total number of registrants already reached more than 10,000 at the end of January 1960, according to their estimate.
Since the registration windows are opened, all the time, the number of registrants have over been increasing day by day, However, he added that there is no reason to keep the number of registrants in secret. I said, J.R.C. in fact, refused to publicize it and stressed that the way of handling of the so-called repatriation issue was undoubtedly politically directed. He assured me that he will inform us the number of registrants as soon as he receives a report from Mr. Durand.
On February 9th, I was informed by the I.C.R.C. that it had drawn the attention of the Indian Red Cross to the case of Mr. Lee, former POW, and was assured to be promptly notified as soon as it receives a reply from the Indian Red Cross.
II. I also had talks with Mr. Taher, the Egyptian member of the International Olympic Committee who had called on me yesterday. He told me that he had already requested Mr. Brundage to support our position and that each time at the meeting of the International Olympic Committee, Russians and Communist members had attempted to change the rules of the International Olympic Committee, He further said that he was not in favor of having any more Communists in the Olympic game. Since he is a senior member of the International Olympic Committee, hs is thoroughly aware of the background of the issue. He said that our case is entirely different from that of Germany and Red China, and the North Korean puppet regime should not be admitted. In the course of conversations, he told me that, though he is the Egyptian member of the International Olympio Committee and had started various sport activities in Cairo, he personally does not like the Nasser regime, and therefore, he had been in Geneva since four years ago.
I made it clear at the Headquarters of the International Olympic Committee that my visit was an informal one and that we were not doing anything to interfere in their works. Messrs. Mayer and Taher thoroughly understood this point. Since I know Mr. Brundage, they reported my visit to President Brundage, and I was satisfied that, as far as the International Olympia Committee members here are concerned, they all accepted our views. I do hope that our views would be prevailed at the San Francisco Conference.
