SUBJECT: Report on the Conversations Exchanged with Mr. Andre Durand, Chief of the ICRC Mission in Japan, on the Deportation Issue.
I exchanged conversations with Mr. Durand at Imperial Hotel for about an hour from 2:30 p.m. today (January 25). First Secretary Chul Soon Moon was also present at this meeting.
I. At this meeting, we tried to confirm authenticity of the press report on th ICRC's advice to the JRC on January 19 and so forth and to find out details of the reported ICRC's advice and of the JRC's subsequent directives reportedly issued to local JRC offices.
Showing him the English translation of the article carried by January 22 Morning Edition of the Asahi Shimbun reporting on the said ICRC's advice and JRC's directives and so forth (a copy of which is attached hereto), we sought for Mr. Durand's clarification and explanation on the above press report.
After reading through the text of the English translation, Mr. Durand declined to make any direct statement in this regard, saying that he was not in a position to disclose the details of the works of the ICRC Mission in Japan and of the JRC.
However, he indirectly admitted that the ICRC Mission had advised the JRC to such effect as reported by the press and the JRC, in compliance with the advice, had issued the directives as also reported by the press, mentioning the fact that the ICRC Mission had discussions with the JRC from time to time in connection with the implementation of the "repatriations" and, if any conclusion was reached as the result of such discussions, the JRC used to issue directives to its local offices.
Mr. Durand added that the JRC's directives as reported by the press contained nothing now and therefore was considered nothing but one of routine directives issued to local JRC officials for reminding purposes.
II. Taking this opportunity, we also presented him the following information and data on Choryun's pressures and so forth, surrounding the actual implementation of "repatriations"
1. (a) The JRC Keeps strictly secret not only the lists of the applicants for "repatriation" but also the lists of those who have already been "repatriation." However, the "Soren", which keeps its hand in the actual implementation of "Repatriation," has naturally full knowledge of the lists, while the Koreans opposing the scheme are strictly shut off from them.
Thus, the would-be "repatriates" are under strict control of "Soren," while free Koreans have no chance to contact them for persuations. The keeping secret of the name lists of those who have been sent to the northern part of Korea would certainly be from the fear of possible disclosure of certain cases of political pressures involved in the "repatriation."
(b) Koreans who witnessed members of the "Soren" waving the flags of northern Korean puppet at the pier of Niigata at the time of departure of the second "repatriation" ships, protested Mr. Hayashi, Deputy Chief of the Miigata Profeeture police Agency, on the spot against the flag waving.
However, Mr, Hayashi refuted the protest, saying that while the Mindan was obstructive to the "repatriation," the "Soren" was cooperative to it, and that it was natural for the "Soren" to wave the flags for farewell etc. This eloquently explains that the Japanese police in openly aiding with the "Soren" to get rid of as many Korean residents as possible.
(c) Mrs. Choo, Soon Do, of Tsunashima, Yokohama, was violently beaten on January 19 by a number of female members of the "Soren" because of her refusal to apply for the "repatriation" and suffered severe injury which requires three weeks medical treatment. It is said that members of the "Soren" are still threatening Mr. and Mrs. Choo to apply for the "repatriation."
2. Mr. Durand listened very carefully to my explanations, especially on point (a) in the above and showed deep interest in the said point, although he did not make any particular comment on it. Concerning the point (c), he put down the name and address of the woman referred to in the point (c) with obvious purpose of checking authenticity of the information.
III. At this meetings, we also renewed our request that the ICRC withdraw from deportation works, stressing again that any ICRC action short of withdrawal of its mission could not remedy the evils of the deportation scheme.
