An Article Concerning ICRC's Advice to the JRC, carried by the January 22th Morning Edition of the Asahi Shimbun
Chief of the ICRC Mission in Japan Andre Durand, who is presently staying in Japan for the repatriation of Korean residents in Japan advised the JRC 's Central Committee for Repatriation Chairman Kasai on January19 that "the Soren is applying too strong an influence upon the would-be-applicants at the time of filing repatriation applications," that "the applications should be filed at the individual's free will," and that "the JRC should take proper measures to eliminate the interventions by outside organizations."
The above advice was made to the JRC since it became clear that the Soren was exercising excessive leadership in the repatriation works in view of the facts that the numbers of the repatriations applications had been too well devided for every shipment of the repatriation vessels and that in some prefectures submitted applications had been filled up by someone else, and since the ICRC feared that if the situation continued the principle of neutral repatriation at the free will would be broken down.
Upon this advice, chairman Kasai, at the meeting of civil affairs department chiefs throughout the country held at the Welfare Ministry from 2 p.m. on January 21, instructed to carry out the repatriation works on the basis of the following directives:
1. Applications should be filed strictly by the applicants and the officials of the Soren and friends of the applicants should be rejected to accompany the applicant at the window or enter the waiting-room.
2. If the applicant cannot write, the JRC officials at the receiving window should fill in the applications for the applicants and shall not approve the representatives or friends of the applicants to fill in the applications on behalf of the applicants.
3. The application forms may be brought to home for study. It is hoped that the applications would be filled in at the window, and the signing and sealing of the applications must be done by the applicants at the window, and this is an absolute condition.
4. The names of the applicants and the contents of the applications should not be given to any third person.
In case any of the above four conditions is violated the receipt of the applications concerned would be null and void.
