PRESS RELEASE

We received some days ago a letter from Miss Kim, Secretary General of the Republic of Korea National Red Cross, proposing to send her Society's two representatives to our Society for the purpose of having heart-to-heart talk with us on the question in general of Koreans residing in Japan. She said in her letter that she has much anxiety over the fact that the relations between her country and Japan has aggravated.
We sent our reply to her today as shown in the attached paper.
The Red Cross serves the human interests of the individuals. It is not the organ which pursues the interest of a State or a nation. (Principle of Humanity and Principle of Neutrality) All national Societies of the Red Cross are equal. (Principle of Equality)
A National Red Cross Society has absolute authority over the competent matters within her own territory and shall not allow unjustified interference of any other national Society. (Principle of Independence) All National Red Cross Societies assume the duty of keeping contact and help each other, especially in time of tension or conflict. They shall not be separated. (Principle of Solidarity)
The Red Cross Society of the Democratic People's Republic of Korea is a national society formally recognized by the International Red Cross. The Japanese Red Cross Society established close relations with it as sister Societies and wishes to continue to do so. In particular, the Japanese Red Cross Society pledges itself to be loyal to the Repatriation Agreement concluded from the viewpoint of humanity.
As for the relations between the national Red Cross of the ROK and our Society, we could not have an opportunity to have a frank talk, despite the sincere desire of both sides, due, especially, to the internal conditions of the ROK until today. Therefore, the Japanese Red Cross Society cannot but welcome the proposal of the ROK Red Cross and hope that close friendship be created between the two sister Societies on this occasion which will last for ever.
Among the general public, there are those who are worrying that the extension issue of the Repatriation Agreement be entangled with this proposal or be influenced by it, but there can never be such a thing.
It is because, the assistance of the Red Cross is impartial and cannot be influenced by political regime or the question of nationality. The equality of human beings before the suffering is the principle of the Red Cross. (Principle of Impartiality, Principle of Equality)
