Your Excellency:
As soon as I returned to Geneva I immediately contacted ICRC and sounded out their recent attitude regarding the deportation case.
They are very much concerned about the recent tragic incidents regarding the suicide of some of our people as a result of Communist intimidation. According to Gallopin, he immediately transmitted my information to their Tokyo representative, and they are awaiting the reply. In this connection, they wanted to have some more precise information as to the method of intimidation, and so on.
The first vessel was due to leave on the 14th from Japan, and naturally ICRC is carefully evaluating the situation. It seems to me that, in ICRC 's view, the crux of the whole matter is the problem of the evidence. I have already given to ICRC the information which 1 received from the Foreign Ministry regarding a few cases, and ICRC instructed their Tokyo representative to investigate immediately. But it seems to me that ICRC does not attach much importance to circumstantial evidence: they prefer to have definite concrete facts. Of course, I am still doing my best to contact the ICRC people here, but they always mention their reports from the ICRC representative in Tokyo, which is not satisfactory to us.
