Your Excellency:
Today I again drew the attention of ICRC to the fact that the Communists are using all kinds of coercion to force our people to register. I quoted the information wich I received from the Foreign Ministry that in Kobe City a Korean girl had cornmitteed suicide and that members of the Communist League are making a door-to-door visit, forcing our people not to change their minds after registration, and so on.
ICRC promised they would immediately inform their representatives of all the facts. They said that they had received a report from their representatives in Tokyo that there had been a clash there between the Koreans loyal to our country and the Communist elements. But no indication had been given in the report that registration had been carried out under duress. They told me that whenever we have many concrete facts they should be sent direct to their Tokyo representative, thus saving time. They are only interested in specific instances.
It seems to me that if ICRC is convinced that these specific cases are a general indication of the so-called registration, then they will take a decisive attitude. It is for this reason that I have repeatedly requested the Ministry to give as many examples as possible. I am not, of course, just asking ICRC to remedy a few cases: by giving all these precise facts we have to give a general indication of the methods being used in the so-called registration. Thus this method is very effective at this stage.
I am of course still continuously asking ICRC to withdraw from Japan, but, as I reported in my cable, theExecutive members of ICRC like to rely only on the reports from their Tokyo representatives. I am continuing to do my beat.
