Your Excellency:
As I reported under separate cover, I made a strong representation to ICRC and pointed out that the registration conducted in Japan is phony, on the basis of the facts mentioned in the cablegram sent by the Foreign Ministry, MB-1115.
I mentioned that at a certain ward office in Tokyo two thirds of those who had registered already cancelled because they had registered under duress, that in Osaka the registration was not genuine, and that a proxy was also accepted. Mr. Boissier took a quite serious view of this and wanted to have the name of the ward office, the date and so forth. I sent a cablegram accordingly to the Foreign Ministry. Yesterday and today I had a talk with Mr. Manoir, and he said that he had been instructed by the President that as soon as ICRC receives concrete information on this, ICRC will investigate these facts in Japan. Mr. Randol, the UPI representative here, enquired about ICRC 's attitude and informed me that if these charges are proved ICRC will make a definite attitude. I thus repeatedly sent cablegrams to the Government regarding data and the name of the ward office.
This morning I also sent another cablegram to the Government in this regard.
The cablegram which I received today from the Government indicated " a few concrete examples ". I would very much like to know about these " few concrete examples ", and would also like to have the name of the ward offices and the data of the incidents, which was mentioned in MB-1115. I recieved a cablegram from the Foreign Ministry saying that it is physically impossible to know all the names of the applicants. However, I do hope to indicate the name of the ward office and so on, As soon as I receive this information I shall submit a written representation once again and try to persuade ICRC.
Under these circumstances, the time element is very important.
