The Japanese Red Cross has informed the International Committee of the Red Cross that the Japanese Red Cross, in agreement with the Government of Japan, intended to issue to its agents certain regulations concerning the application of methods of repatriation of those Koreans residing in Japan who express the desire to render themselves to the place of their choice in their country of origin.
The International Committee of the Red Cross, having taken note of this communication, makes it known to the Japanese Red Cross that it is entirely up to the duty of the Japanese Red Cross to determine under its own responsibility the procedures of the repatriations. Indeed, ,the international Committee declares that the cooperation which it has accepted to furnish to the Japanese Red Cross in this operation is exclusively conditioned to the observation of certain fundamental principles that are notably as follows:
1) The repatriation of Koreans residing in Japan has an exclusively individual and voluntary character.
2) In order to be able to determine freely, any Korean resident in Japan must be made acquainted with the free choice offered before him, possibility to remain in Japan or to go to one or the other part of Korea.
3) Any measures of pressure should not be exercised on the Koreans during the operations of registration and repatriation, and their personal security must be secured at all times.
4) Any Korean who so wishes must be able to consult freely the representatives of the Japanese Red Cross or of the International Committee of the Red Cross.
According to the International Committee of the Red Cross, it is therefore the duty of the Japanese Red Cross to determine, within the framework of these principles, the most appropriate procedures so that the operations of repatriation be performed within the circumstances that respect the human dignity and assure the free determination of the individuals in question. The International Committee must therefore refer it to the Japanese Red Cross and to the Japanese Authorities to choose proper means to attain the objective in conformity with the principles enunciated above observation of which conditions the collaboration of the Committee. It is not until when the procedure envisaged by the Japanese Red Cross shall have been put to the test that the International Committee will be in position to make known to the Japanese Red Cross whether the procedures correspond to the said principles and whether therefore the concourse that has been asked for is possible.
Given the fact that the modifications of procedures envisaged by the Japanese Red Cross are already known by the press, the International Committee of the Red Cross reserves to it the possibility to publisize the present message at opportune time, after having apprized the Japanese Red Cross thereof.
