Your Excellency:
I believe the Government will have received my letter No.46 concerning my interview with Mr. Boissier, President of ICRC, last Friday. In the letter 1 summarised my analysis of recent developments in the deportation case.
On Saturday ICRC had a telephone conversation with Dr. Lehner in Tokyo and authorized him to publicize ICRC 's stand regarding the Japanese Red Cross request for the revised procedure of the "Guide Book ". On November 3rd I received a cablegram frorm the Government saying that Dr. Lehner, before his departure from Tokyo, said ICRC might withdraw from Japan if collective and political pressure be applied to the repatriation scheme.
I also learned from the Government that the Japanese Red Cross has already twisted the ICRC statement. On Monday morning Mr. Boissier gave me the enclosed copy of their statement to the Japanese Red Cross. The background of this statement is that it was made after my interview with Mr. Boissier. Of courses, it is not stated in this that ICRC has decided to withdraw, but it is a warning to the Japanese Red Cross and it lays down the principles: and if Japan does not abide by there principles ICRC will withdraw. So I have already this far got the commitment of tine ICRC. I have studied this statement, and it seems to me a clear warning and vital to us at this stage. But of course so much depends on later developments. Mr. Boissier told me confidentially that he is fed up with the Japanese Political manoeuvre in connection with this "repatriation issue". I know his personal inclination is to discourage the Communists and, if it is proved, ICRC will withdraw from Japan.
In comparison with previous situations, 1 evaluate this present moment as more favourable than ever before. Now under these circumstances we have to prove to ICRC that the Japanese Red Cross is violating the principles in the following manner:
1) I understand there are in Japan more than 200 people who have already applied for so-called repatriation, and probably some more will have registered by now.
2) I would like to have if possible the names of all those people and clearly, case by case, details of how the Japanese have applied pressure to make them register and how the Japanese Red Cross are treating our people in this connection.
3) All this evidence should be collected case by case and the data and names given precisely so that no one can argue.
4) If we tactfully present all these cases to ICRC it will greatly help our case.
5) These cases should be presented legally in a manner similar to the representation usually made in the Court.
6) As much evidence as possible would be appreciated.
7) I am sure that our loyal group in Japan can collect this material.
I would like to have all this as early as possible, if the Government agrees to these tactics.
The ICRC position is that they are critical of the Japanese Red Cross move. We have to take this present opportunity and vigorously present the evidence to ICRC.
