subject : Mass Deportation of the Korean Residents in Japan to the Communist North.
I wish to report the following for your information:
1). When I saw Mr. MacDermot on 7th August to discuss the 14th United Nations General Assembly, I also discussed the subject matter to enlighten him further on Korea's position. Commenting on my talk he stated that his Government welcomed the Korean effort to ease the tension between Korea and Japan, and that there was one step forward for the improvement of the relations between the two countries. As for the Japanese decision to carry out the deportation plan, he commented by saying that if the bilateral talk between Korea and Japan makes progress, Japan may probably drop the deportation. It was felt that Mr.MacDermot personally was concerned about the Japanese move to send these Korean residents to Communist north.
When I saw the Ambassadors of Sweden and Denmark and the Charge d'Affaires a.i. of Norway in order to discuss the forthcoming United Nations General Assembly, I also discussed the Korea-Japan relations with a view to amplifying Republic of Korea 's position against the deportation plan. In particular, Swedish Ambassador asked me why Japan so persistently tries to send the Koreans to the north. I explained to him the Japanese policy to always get rid of the Korean residents in Japan and the deportation scheme was designed to promote their political interest. All the three representatives whom 1 talked on Korea-Japan relations said that they would report to their Home Government accordingly.
