The ICRC and the question of Koreans in Japan,
ICRCPRESS, August 11, 1959 - The International Committee of the Red Cross has decided to lend its assistance to the Japanese Red Cross with a view preparing the repatriation of those Koreans resident in Japan who express the wish to proceed to a place of their choice in their country of origin. This decision is inspired by the principles which were set out in the Press Release of March 13, 1959; it is dictated solely by the interest of the persons concerned.
The International Committee notes that on October 16, 1958, the Government of the Democratic People's Republic of Korea stated that it was prepared to receive those Koreans resident in Japan who wished to proceed to North Korea, and to make ships available for their transport. On February 13, 1959, the Government of Japan decided, on its own responsibility, to authorise these repatriations and to entrust the Japanese Red Cross with the organisation of the repatriation, with the assistance of the ICRC.
Further, the agreement reached in Geneva on June 24, 1959, between the Red Cross Societies of Japan and the Democratic People's Republic of Korea has shown that the two Societies intend to base their action on the principle whereby every person should have the right freely to choose his place of residence and, in particular, to return to his home country.
Since, in the opinion of the ICRC, this principle of free choice implies that the Koreans in Japan have the possibility of proceeding to North Korea, of remaining in Japan or of going to South Korea, negotiations were started with the Government of Japan and the Japanese Red Cross. The ICRC has received satisfactory assurances from them in regard both to the conditions whereby the principle of the free choice of the persons concerned will be guaranteed, and to the position of Koreans who would remain in Japan.
Lastly, the Government and the Red Cross of the Republic of Korea recently informed the ICRC that Koreans residing in Japan who wished to go to the Republic of Korea would be authorised to do so as soon as the necessary arrangements for this purpose have been made with the Japanese Government. The International Committee hopes that it will also be possible to reach an agreement for the organisation of these repatriations.
A mission of the ICRC will shortly be leaving for Tokyo to make arrangements for the International Committee's participation in this matter.

Le CICR et la question des Coréens au Japon
CICRPRESS, Genève le 11 août 1959 - Le Comité international de la Croix-Rouge a décidé de prêter son concours à la Croix-Rouge japonaise en vue de pré parer le rapatriement de ceux des Coréens résidant au Japon qui exprimeront le désir de se rendre au lieu de leur choix dans leur pays d'origine. Cette décision s'inspire des principes qui ont été énoncés dans le communiqué du 13 mars 1959. Elle est dictée par le seul intérêt des personnes en cause.
Le Comité international constate en effet que le 16 octobre 1958 le Gouvernement de la République populaire démocratique de Coréee s'est décclaré prêt à accueillir ceux des Coréens résidant au Japon qui souhaiteraient se rendre en Corée du Nord, et à mettre à disposition des bateaux pour leur transport. Le 13 février 1959, le Gouvernement du Japon a décidé sous sa propre responsabilité d'autoriser ces rapatriements et de confier à la Croix-Rouge japonaise le soin de les organiser, avec le concours du CICR.
De plus, l'accord intervenu à Genève le 24 juin dernier entre les Croix-Rouges du Japon et de la République populaire démocratique de Corée a démontré que les deux Sociétés entendaient se baser sur le principe suivant lequel toute personne doit pouvoir librement choisir sa résidence, et notamment se rendre dans son pays.
Ce principe du libre choix impliquant, aux yeux du CICR, la possibilité pour les Coréens du Japon soit de se rendre en Corée du Nord, soit de rester au Japon, soit de se rendre en Corée du Sud, des négociations ont été ouvertes avec le Gouvernement et la Croix-Rouge japonaise. Le Comité international a recu de leur part des assurances satisfaisantes portant non seulement sur les conditions dans lesquelles la liberté du choix serait garantie, mais aussi sur la situation des Coréens qui resteraient au Japon.
Enfin, le Gouvernement et la Croix-Rouge de la République de Corée ont dernièrrement fait savoir au CICR que les Corérens réssidant au Japon qui en exprimeraient le désir seraient autorisés à se rendre en République de Corée aussitôt que les arrangements nécessaires auront été conclus à cet effet avec le Gouvernement du Japon. Le Comité international souhaite qu'une entente puisse également intervenir pour l'organisation de ces rapatriements.
Une mission du CICR va prochainement se rendre à Tokio, afin de fixer les modalités de la participation du Comité international.
