Japan Red Cross rejects North Korean Red Cross demand
(The Yomiuri, January 11 )
President Shimazu of the Japan Red Cross on Jan. 10 sent a cable to his North Korean counterpart Lee Pyong Nam, rejecting the letter's protest against release of Koreans detained in Japan and also its bid to dispatch a North Korean mission to Japan for consolation and survey of those Korean detainees.
He sent the cable in reply to the above bid made by the North Korean Red Cross chief on Jan. 7.
In the cable, Mr. Shimazu said as follows:
The agreement regarding the mutual release of detainees signed between the Japanese and the ROK Governments on December 31 last year is not an extradition treaty, nor is the transfer of the right to decide as to foreigners in Japan should be deported or not.
The agreement has not changed the fundamental principle of the Japanese Government regarding the exit of foreigners in Japan, and the Government as well as the ROK Government has supported the resolutions adopted at the New Delhi conference.
There is no danger of North Korea -affiliated detainees being deported to south Korea because they are detained in the camp separated from the south Koreans upon their free will and whenever they change their will, their camp is changed.

On Jan. 10, a cable reached the JapanRed Cross from the International Red Cross in Geneva, saying that the criticism of the North Korean Red Cross against the mutual release of Japanese and Korean detainees is regarded as unreasonable.
