Dear Mr. Gallopin
This is to acknowledge the receipt of your letter of December 3, 1957, in which you proposed a plan of the International Committee of the Red Cross for the release and repatriation of Korean and Japanese detainees independent of the other problems now under discussion between the Governments of the Republic of Korea and Japan.
needless to say, the detainee issue now pending between Korea and Japan is a very serious problem to be urgently solved between the two nations, and my Government, therefore, has been patiently seeking its solution for the past years in a long series of discussions with the Japanese Government.
I take this opportunity to express my deep appreciation to the International Committee of the Red Cross for its continuing humanitarian interest in this detainee issue. However, my Government does not consider that the ICRC is now in a position to know the real situation concerning, this issue from both sides. Unless the ICRC is in such position, in the view of my Government, it may not be proper for the Committee to play a role of mediator in this case.
Even though there is a need of a certain mediator who knows well the real situation of the issue, my Government takes the view that such mediation could be made only if the two parties concerned jointly reouest it after having exhausted their efforts to settle the problem by their direct negotiation.
As is known to the world, the negotiation between the two Governments on the detainee issue is still going on for final settlement. Though there is procrastination of settlement due to the reasons for which my Government is hardly responsible, my Government still believes and hopes that this negotiation will be finalized successfully in near future. So long as it believes so, my Government will try with best efforts to solve the problem without mediation by any third party in the hope that if the Japanese Government approach the problem with sinecrity for its early settlement, there can be no doubt of success.
Under these circumstances, my Government wishes to assure the Committee that it will continue, as in the past, to do its patient efforts to attain an early and equitable solution, and that it will never lose sight of the humanitarian interest in its solution. Being assured that the motives of the ICRC are the same, my Government again expresses its gratitude for its continued concern over this problem.
