SUBJECT : Recommendation on our actions in connection with the recent Japanese proposal
According to Ambassador Yiu's report (MTB-33), the Japanese side proposed that the carrying out of the mutual repatriation of Japanese fishermen who served out their sentences and of Koreans of postwar category presently detained in Omura be agreed upon with prior assurance by the Japanese side to import 30,000 tons of Korean rice. The Japanese side further stated that when the above proposal was agreed upon, any and all unfavorable trade countermeasures taken by the Japanese side after last June would be lifted.
It is recommended for Your Excellency's approval that our Government accept the above proposal by the Japanese side and make arrangement for effecting the mutual repatriation of detainees on or ※around March 1, 1960. It is also recommended that Ambassador Yin be instructed to secure Firm favorable terms for the rice-export.
If this recommendation meets with Your Excellency's approval, the Ministry will ※Amb yiu to implement it..
