SUBJECT : Report on where we stand at the overall talks with the Japanese side, and arrangement for further negotiation
I. OUR EFFORTS SO FAR: With a view to expediting the settlement of the residents issue at the Korea-Japan overall talks, our Delegation has worked hard for obtaining clear-cut assurance on the "compensation" money, which will be used for resettlement of those Koreans who will repatriate to the Republic of Korea. At the same time, our Delegation has negotiated with the Japanese side for an Agreed Minutes in which both sides should agree on some fundamental principles on the residents issue including the problem of the property to be taken away be repatriating Koreans and so forth, to pave the way to a concrete and detailed agreement to be reached later between the two Governments. Our plan has been that if these problems are settled, a brief Joint Communique will be issued by the two sides to announce in effect that two sides agreed on principles on the subject under reference, etc. Simultaneously with these settlements, the mutual repatriation of detainees in Pusan and Omura was to be effected.
II. WHERE WE REACHED AT THIS STAGE: Despite utmost efforts done by our Delegation, the Japanese side has not made a clear commitment as yet, on the compensation problem cepting the repeated Japanese remarks that they will pay 1,500 U.S. dollars per repatriating family. As for methods, time, formality, etc. for the above payment, ※they should be more clear to ※we have to continue talks with the Japanese side to our side. With regard to the above-mentioned Agreed Minutes, ※our Delegation habe succeeded in having the Japanese side ※come considerably nearer to our position, except on or two points on wordings. As to the latest talks on the compensation problem, Ambassador Yiu's cable report (MTB-336) of December 25, 1959 was considerably encouraging, because he reported:
. . . (the Japanese official said) both sides would make estimate on the number of families who would repatriate and the United States would advance to Korea for Japan in lump-sum payment a sum on the basis of the above estimate, for instance, 15 million dollars for 10,000 families. He continued that the above payment to Korea would be made in advance of the actual implementation of the repatriation."
By his subsequent cable report (MTB-337, dated December 26) Ambassador Yiu also reported, "MacArthur said that the payment would be made in advance of the actual repatriation . . ."
※However, two days later, namely, on December 28, Ambassador Yiu reported that he was told by U.S. Ambassador that the United States cannot advance for Japan the said amount of money to the Republic of Korea. Judging from this report, the situation since December 28 is now quite different from that as of December 25.
Now, the Ministry cannot but believe that there is little possibility that Japan will gibe us a satisfactory and clear-cut assurance for Japan's payment of the compensation money in the very near future.
III. ARRANGEMENT FOR FURTHER NEGOTIATION:
According to Ambassador Yiu's report of December 29, 1959 (MTB-348), ※at the meeting held between Ambassador Yiu and Japanese Asian Affairs Director Iseki on December 29, the latter proposed that the negotiation be resumed from early next year after a recess for the year-end and new year holidays. To this proposal, Ambassador Yiu expressed his hope that negotiation would be successfully concluded early next year, expressing regret for being unable to settle the problems before the close of the year.
In the Ministry's opinion, at this stage it does not seem to be harmful to set a short cooling-period before restarting of the Korea-Japan overall talks, with a temporary adjournment of the meeting, taking the opportunity of the forthcoming holiday seasons. In this connection, the Government will simply state that our Delegation returned home temporarily for the year-end vacation and will start negotiations From early next year.
