Regarding Item 2 of FTB-357 and FTB-358.
I together with Delegate Yu, met with Asian Affairs Director Iseki at Kayukaikan this afternoon for about 2 hours from 3:40 p.m. Counsellor Chin joined this meeting partly.
At this meeting, we further exchanged conversations on the problem of "compensation" centering on the contents or wording of the oral assurances to be made by the Japanese side. however, as the both sides were not able to reach conclusion at this meeting. The contents of the "assurance", further negotiations in this connection will be made on Monday (December 28). Iseki told me that it was technically impossible to hold meeting in this connection on Sunday, December 27, as he had to get in touch with higher officials up to Premier Kishi before finalizing thewordings or the contents of "assurance."
As I am also planning to meet Ambassador MacArthur again sometime on Monday, I will cable my report on the result of my meeting with both Iseki and MacArthur.
Item 2. Also at the meeting, our side requested Iseki to revise wordings of the Japanese revised draft "Agreed Minutes," pursuant to the Government instructions under cable FTB-348. Iseki agreed to the deletion of the word "however" in Paragraph 1 Sub-paragraph B of the draft "Agreed Minutes," to the replacing the word "therein" by the words "in Japan " in Paragraph 3 and to the adding of the words "or the terms already agreed on" after the words "other understandings" in final clause. With regard to the words "the rights they enjoy" mentioned in Item 2 of your cable, Iseki confirmed the Woimubu's understanding in this connection. With a view to preventing unnecessary misunderstandings in this connection further, our side suggested that at the Korean Residents Problems Committee meeting, our side understands that a clause "the Government of Japan will recognize ... the rights they enjoy ..." means that the treatment which have hithertofore been accorded by the Government of Japan will be continuously accorded in future. Iseki stated in reply that the Japanese side would be able to state at Residents Committee meeting that "Generally speaking it is also our understanding."
Regarding Point 3 of your cable calling for the replacement of the word "timing" by the words "procedures and so forth," Iseki stated the replacement would in no case be acceptable to the Japanese side due to the stiff position of the Finance Ministry. However, he indicated an idea that the interpretation of the words "timing" would be made at the Residents Committee meeting to the effect that it means that the taking home and remitting of the property and money exceeding a specified amount would not be allowed at the time of repatriation but allowed later in several times in division in a certain period of time, etc.
Concerning Point one of your cable calling for the deletion of the words "of THE COMMITTEE ON Legal Status of the Korean Residents in Japan " in preamble, Iseki stated that he would exert his efforts in his consultation with other ministries concerned in this regard to comply with our request for the deletion of the words under reference.
