Regarding FTB-347 and MTB-328. As already reported by the cable under reference, the Japanese side came considerably nearer to our position concerning the "Agreed Minutes." As a result of our hard negotiation with the Japanese side, it submitted us last night a revised draft "Agreed Minutes" in Japanese version. This afternoon (December 23) I together with Delegate Yu met with Asia Bureau Director Iseki again at Kayukaikan on the above draft. At this meeting, we exerted once again our best efforts to have the Japanese side come further nearer to our position. Thus the Japanese side finally presented us tonight (December 23) the draft "Agreed Minutes" in English, the text of which is being sent by a separate cable. Delegation believes that the above draft is the final and maximum one which we can expect from the Japanese side. Urgent Government instruction in this connection would be highly appreciated.
