Regarding your cable FTB-332.
I fully welcome the Government decision under reference. I believe that this measure not merely is effective as a retaliation against Japans deportation scheme, but also would be quite necessary to make our side more advantageous in the negotiations on Korea-Japan problems. I am much encouraged by this Government decision, because this has just what I was going to strongly recommend to the Government as I had so often suggested. For information, newspapers here of December 15 morning edition widely reported with pessimism on Korea-Japan talks and the mutual repatriation of detainees in Omura and Pusan, together with misinformed and ungrounded reports. I was believed from this attitude of the Japanese papers that the Japanese are themselves in confusion and agitation.
