Re Government cable FTB-319 I and Delegate Yu met Asian Affairs Director Iseki for an hour from 10:00 a.m. today December 11. At this meeting, we again explained Mr. Iseki our Government's position on the problem of taking away property and so on along the line of the Government cable instruction under reference and strongly urged him that the Japanese side should change its position in this regard. Iseki said that it was absolutely impossible to further change the contents of the draft Agreed Minutes because of adamant opposition of other Ministries concerned. In this connection, he told us that the Finance Ministry had strongly opposed any increase of the proposed amount of "compensation" and that under the circumstance, it would inevitably bring about violent opposition of the Ministries concerned if our side insisted upon further change of the draft Agreed Minutes. He, however, expressed his personal views that it might be considered, if our side has no objection, to prepare another Minutes of the Korean Residents Committee clarifying further paragraph 1 of the Agreed Minutes and also covering the remaining portions of the previous draft JOINT COMMUNIQUE not covered by the Agreed Minutes and additional remarks on "deportation criteria clause". In this connection, he said that he would favorably consider inclusion of the words to the effect that paragraph 1 of the Agreed Minutes meant that repatring Koreans would be free in principle to take away their property and inclusion of "the remaining portions" in the Minutes instead of the Agreed Minutes. As for "deportation criteria clause," he suggested that a record to the effect that after the deportation criteria be agreed upon in future the Korean Government would accept Koreans deported in accord ※once with the deportation criteria be put in the suggested minutes. For information, the original Japanese draft of the Agreed Minutes had the same stipulation as above, but it was later deleted by insistence of our side. Around 3:00 p.m., Iseki telephoned me informing that if our side had no objection to the above idea of Minutes, the Japanese side is prepared to proceed to negotiations along the aforementioned line. For reference, the newly suggested Minutes will be finalised and formalized at the meeting of the Korean Regiments Committee. Urgent instruction in this regard awaited. Letter report following.
