17. Japan had now thrown aside its facade of "humanitarian" principles out of its political desire to execute the deportation scheme as contemplated. As a result of mediation by the Japan Socialist Party, etc., a political bargain had substantially been achieved between the Japanese Government and Red Cross and Korean Communists, whereby the provisions at issue in the "Guide Book" particularly on confirmation of "free will," was emasculated to a nonsensical points :in the form of the so-called "Hand Book" The "Hand Book" which was submitted for approval to Dr. Lehner of the ICRC in Japan on October 27 include three points: (1) that at the time of registration, there will be no screening, questioning, or investigation; (2) that sending-offs and visitings by friends and relatives are free in principle; and (3) that at the open office at Niigata, the would-be "returnees" will be simply asked whether they know the meaning of "freedom of choice of destination."
18. On October 31, the ICRC sent a message on "Hand Book" to the JRC. The message said that it ※was a matter for JRC alone to lay down on its own responsibility, procedures for repatriation within the framework, of four principles which include; (1) "repatriation" on individual and voluntary basis, (2) full recognition of freedom of choice of residence, (3) no pressure to be applied and guarantee of security and (4) free access to the ICRC and JRC for consultation. The message concluded that only when procedures laid down by the JRC have been put down to the test, the ICRC can be in position to make known to the JRC whether this procedure corresponds to the said principles.
19. Instead of studying the aforementioned ICRC message from an impartial angle, the JRC lost no time to seize upon the message to expedite its deportation works. On November 1, Vice-President of the JRC Kasai notified all of his local headquarters' chiefs of the revised line of "Hand Book"' in preparation for accepting new applications for "repatriation" on the basis of the revised line.
Thus, this new hand book that emerged in the wake of repeated concessions to the demands of the Communist north came to serve the malicious political interests in human beings of the Japanese Government and northern Korean puppet regime.
20. On November 2, shortly before his departure for Geneva, Dr. Lehner told a press conference that the Special Mission of the ICRC would withdraw from the "repatriation" works if the principles of free choice were not observed in deportations.
However, it is highly doubtful whether these principles could be observed in the "repatriation" works carried under emasculated version of the so-called "Guide Book " which virtually denies to the would-be repatriates the opportunities to express their opinions freely on individual basis.
21. On November 4, the JRC registration windows began to accept the applications for "repatriation" on the basis of new "Hand Book" and some three thousand seven hundred and seventy eight Koreans were reported to have filed their applications. for "repatriation." With three hundred and eleven Koreans who had applied since September 21, the total number of Koreans who have applied so far are four thousand and ninety eight.
This number comes very close to the Choryun's previous announcement that some 5,000 Koreans would apply for "repatriation" the first day. Moreover, it was reported that many applications were made not on individual but on group basis possibly under the direction or guidance of the Choryun.
This fact alone shows how these helpless Koreans have deliberately been controlled and sold away in human trade by the Choryun cliques acting under the close instructions of the Communist north.
22. In spite of all these facts, the Korean Government is still patiently watching whether the Government of Japan is really sincere enough to settle pending problems with the Republic of Korea including problems regarding Korean residents in Japan. It is the view of this Government that if the Japanese Government were to be interested in settling issues with Republic of Korea, it should ※improve its attitude on the problems of the Korean residents in Japan including the deportation issue.
The Korean Government hardly understand why the Japanese Government and Red Cross have made and are making the repeated concessions to the Korean Communist demand of purely political nature if Japan really support the cause of free nations of the World.
