Re Government cable FTB-282 and my cable MTB-273 on the problem of Korean residents in Japan.
In the series of informal talks on our proposal regarding Joint Communique, the following Japanese position has so far been revealed;
As to paragraph 1 subparahraph a, the Japanese side has no objection to the payment of certain amount of money if this matter is dealt with in a secret form. In this connection, the Japanese side is studing the wording, etc, concerning secret form of agreement.
As to paragraph 1 subparagraph c, the Japanese side is trying to favorably consider our proposal, although the Finance Ministry shows difficulties in accepting it as it is.
As to the other points, the Japanese side has so far raised no objection. The Japanese side was to give me on Saturday (November 21) more or less a concrete answer on our proposal on Joint Communique after having consultations among the Ministries concerned. However, the Japanese Government authorities concerned are now confronted with difficulties in this regard due to strong repercussions caused by the November 20th UPI dispatch covering the Hankook Iibo article regarding the compensation amount etc. In view of this, the attitude of the Japanese side has become stiffened. Under the circumstances, some high Government officials and some leading members of the government party are exerting their efforts with a view to remedying the situation. Ambassador MacArthur is also exerting efforts in this regard on his party. I report to the Government as soon as I receive Japanese concrete answer under reference. For information Monday (November 23rd) is Japanese holiday.
