MEMORANDUM FOR THE DELEGATION AND TOKYO MISSION
(In conducting negotiations on the Problem of Korean Residents in Japan )
1. The Delegation is advised to discuss for settlement fundamental principles on the Korean resident issue before entering discussion of technical or minor problems thereon.
2. The Delegation is instructed to expedite the settlement of the problem of Korean residents in Japan in accordance with our position as set forth in the draft agreement as attached herewith instead of presenting to the Japanese side the said draft agreement itself. When the Delegation considers it necessary to present to the Japanese side the draft agreement itself in concrete form, prior consultations should be made with the Government.
3. Articles 2, 3 and constitute the heart of the draft agreement. It is to be kept in mind that the repatriation problem is most urgent and important while the matters set forth in Article 5 of the draft agreement should be dealt with after seeing to it that the repatriation problem has arrived at the stags of reaching basic accord.
4. There is no change in the government stand opposing Japan's attempt to deport Korean residents in Japan to the Communist north. The Delegation should continue to make utmost and every possible effort to persuade the Japanese side not to dispose unilaterally of the other problems of Korean residents in Japan pending discussion of the problem of those who wish to repatriate to the Republic of Korea. The Delegation at the same time should propagandise that our Government is ready to receive all Korean residents in Japan who wish to repatriate to the Republic of Korea regardless of their political affiliation if and when our conditions were met.
5. The Delegation should continue to sound out thoroughly Japanese intentions in informal way and formalise various Japanese remarks if they ars favorable for our cause.
6. In discussion of the problem of Korean residents in Japan, put on record that "the problem of Korean illegal entrants ", which was stipulated in the Agreed Minutes of December 31, 1957, should be discussed without fail after the settlement of the former problem.
