Excellency,
Upon receipt of Government instructions by cable No.FTB-152 dated September 8, 1959, this delegation gave a careful study on how to effectively implement the above instructions, and drafted our proposal to be presented to the Japanese side with the Government's approval, as enclosed herewith.
In connection with the details of the draft proposal, I have asked Delegates Chin-O Yu and Kyung Keun Chang to report personally to Your Excellency. It will be highly appreciated if Your Excellency give instructions on this draft agreement so that this delegation could expedite discussions with the Japanese for their early acceptance of our due position.
