TO : His Excellency the President
FROM : Minister of Foreign Affairs
SUBJECT : Recommendation on position for legal status of Korean residents in Japan in the Korea-Japan overall talks, the Committee on Legal Status of Residents in Japan is scheduled to meet on Monday, September 7, 1959, and With regard to the problem of Korean residents in Japan our Delegation is waiting for government instructions on how to negotiate with the Japanese side.
Under the present circumstances, it is recommended for Your Excellency's approval that our Delegation conduct negotiation with the Japanese side in accordance with the draft position which is enclosed herewith. If this recommendation meets with Your Excellency's approval, the Ministry will instruct our Delegation on this basis.
