Due to the fact that NWA plane which had been scheduled to leave Tokyo for Seoul at 7:00 a.m. today (August 24) is leaving for Seoul at 8:15 tomorrow morning, departure of delegate Chang and myself was delayed accordingly. For complete security purposes, I myself will bring delegation's draft recommendation with me tomorrow morning, refraining from sending it to the Government via cable tonight.
