The second meeting of the Working Committee for the implementation of the mutual repatriation of detainees was held at Japanese Foreign Ministry from 11,00 a.m. to noon, Aug. 20. At this meeting, our side requested the Japanese side to submit to us a list of Korean detainees presently in Omura camp. Our side also told the Japanese side that we would conduct, as was in the past, checking of those detainees upon receipt of the list from the Jap side, The Jap side replied that, although they were ready to submit the list of Koreans at Omura within two or three days, the list sould be submitted to our side in exchange with the list of Japanese fishermen to be submitted by our sids. In the course of talks, Japanese side revealed that an early implementation of the mutual repatriation would be vitaly in creating favorable atmosphere for a smooth proceeding of the overall talks and that any delay in this regard would definitely affect the overall talks adversely in view of the public sentiment of Japanese people, regardless of no relations between the two matter in character. In the above Jap remarks, our side told Jap that politically and legally, the detainees issue is an entirely separate matter from The overall talks and Korean side can hardly understand the Japanese implication that what repatriation of Japanese fishermen in connected with the proceeding of overall talks. However we told Japanese side that it is also the desire of the REPUBLIC OF KOREA Government to carry out mutual repatriation as soon as possible. It was decided tentatively that the next meeting of the Working Committee would be held on Aug. 26 wednesday. It seems that Jap side also put forth the so-called principle of recipricity even on the question of handing over to us of a list of Korean detainees presently at Omura.
With reterence to the Mission cable MTB-142 of Aug.18 and MTB-145 of Aug. 19, early Government instructions on how to proceed the Committees meeting would be highly appreciated.
