SEOUL, Aug. 13 (Foreign Ministry) -- "Decision of the International Committee of the Red Cross to participate in deportation of Korean residents in Japan to the Communist-occupied northern part of Korea is most regrettable," Foreign Minister Chung Whan Cho said today.
This Government does not impugn the motives of the International Red Cross. The Swiss organization has been drawn into this controversy through misrepresentations of the Japanese Government and Red Cross.
It does not yet realize that Japanese objectives are primarily political and not humanitarian.
Korea has repeatedly warned ICRC representatives that Japanese pledges of free choice are meaningless, and that Japan's goal is to get rid of as many Koreans as possible, regardless of where they go.
ICRC has taken cognizance of these warnings, and has declared that it will withdraw from participation in the event that Japan does not keep its word to refrain from bringing various pressures to bear against the Korean residents.
It is the role of the International Red Cross to maintain the utmost vigilance against Japanese or Communist use of either overt or covert manipulations designed to compel residents to accept a life of slavery in the north. We believe that if ICRC makes a determined effort to find out the truth, it will do so, and that it then will abandon participation in this Japanese-Communist deportation conspiracy.
The Korean Government and the loyal Korean residents in Japan will do everything within their power to help ICRC representatives determine the facts and thus to expose the deceitful and forcible measures that already are being employed.
Solution of the Korean resident problem is an issue that lies between the Governments of Japan and the Republic of Korea. That is why the fourth Korea -Japan conference has been unconditionally reopened. Korea still hopes that the Japanese will abandon this evil project of sending our people to Communism, and join with us in resolving this and other issues.
Korea is neither optimistic nor pessimistic about the outcome. But it is our considered view that ICRC objectivity will be of great assistance in persuading the Japanese to desist from deciding the fate of Korean nationals without the consent of this Government.
When ICRC has all the facts in its possession, it will realize the correctness of the Korean position and the accuracy of Korean predictions about the deportation process.
Meanwhile, we shall spare no effort to persuade Japan that abandonment of the agreement with the Communists will be in the interest of the Japanese themselves and a major contribution to Free World security and democratic principle."
