Item 1: I called on Vice Foreign Minister Yamada at 5:30 Wednesday and talked for about an hour. I gave him our aide memoirs as instructed by Woijong 1819 of August 4th. Yamada stated that he had been doing his utmost for smooth resumption of our overall talks however things did not turn out the way he hoped, confirming that JRC cabled to puppet counterpart to sign the deportation agreement in calcutta between 10th and 13th this month. He added that this action is based on ICRC suggestion which was unusually strong. He also said that ICRC representatives arrive in Japan around August 15th. I on my part made following points: recent Japanese attitude is taken in total disregard of Koreans sincere effort to resume the overall talks. We can only conculde that Japan is trying to shift reponsibility to ICRC. Japan should be solely responsible for any consequences in this regard. Yamada said that it was true that ICRC strongly advised the JRC to sign the deportation agreement, adding that fact will be known in due course, Yamada stated no would report to minister Fujiyama Thursday morning on our aide memoirs and my representation and give the matter careful consideration but he did not see any possibility for Japan to deviate from pleasant course as above regarding deportation issue. He will reply to our aide memoirs as soon as possible after consulting Fujiyama. I made it clear to Yamada that our formal representation concerning the development on the deportation issue as above would be withheld until Japanese formal reply to our aide memoire, requesting him for an early reply there to.
Item 2: In view of above situation Government instructions are awaited as to whether the oral statement on mutual repatriation should still be delivered as instructed before Japanese reply to our aide memoirs is received.
