(Report on my meeting with the Japanese Foreign Minister on July 30)
1. With our sudden offer for the "unconditional resumption" of the Overall Talks and the mutual repatriation of Japanese that and Korean detainees, Mr. Fujiyama was so pleased that he forgot to ask for the paraphrasing of the word "unconditional" or to give his own interpretation thereof on the occasion of the convernation on July 30. He must have been occupied by his own preconceived notion. About this I laughed with Mr. Chin in the car on our way to the Mission from this meeting at the Foreign Ministry.
2. Foreign Minister Fujiyama, in his report to the Cabinet meeting next morning on our proposal, was reported to have called the event as Japan 's "diplomatic victory." "We also reportedly told the Cabinet meeting that his latter to U.S secretary of State Herter on the matter was of importance in bringing about this outcome. In this connection it was reported that Mr. Ikeda, Minister for International Trade and Industry, immediately countered the optimism held by Mr. Fujiyama warning "tension has arisen in the vicinity of 'Rhee Line ' since last night."
