Office of the President foreign Minister
As scheduled I called on Vice-Minister Yamada at 4:00 p.m. and talked for two hours. Asian Bureau Director, Counsellor Miyake and First secretary Chin also attended the meeting. Yamada presented me an Aide Memoirs contained Japan's acceptance of our proposal for unconditional resumption of the overall talks and our verbal notification concerning mutual repatriation of detainees at Omura and Pusan. Originally Japanese side misquoted my remarks on mutual release of the detainees and it took considerably long argument to make tham rephrase it. Japanese Memoirs originally read in part: "Ambassador Yiu formally informed the Minister of Foreign Affairs of the intentions of the Government of the Republic of Korea to release and repatriate the Japanese fishermen detained at Pusan and accept the deportation of Korean illegal entrants kept at Omura inmigration center, without any condition on the pert of the Government of the Republic of Korea." Rephrased Aide Memoire reads in part: (Tentative translation) In connection with the official notification made by Ambassador Yiu concerning the mutual repatriation of the Korean detained at Omura and the Japanese fishermen detained at Pusan, Japanese Government desires that the mutual repatriation be executed without hindrance before the resumption of the Korea -Japan talks." Heated arguments at the meeting centered on the following points: Yamada, referring to press reports on our Geneva delegation's request to ICRC for postponement of its deportation decision and also on President's statement on deportation issue Friday, reasoned that these reports contradict my assurances to Japanese Foreign Minister Thursday that our side Considered proposed resumption of the overall talks separate from Japan's deportation plan. He further said, although Japan does not expect the Republic of Korea to accept its deportation plan, it certainly expect that the Republic of Korea would not positively obstruct its deportation plan, when such proposal for talks resumption was made. In this regard I replied as follows: I received no official communication regarding said press reports and as for alleged assurances to Mr. Fujiyama no such assurance were given despite press reports to the contrary. Also regarding the mutual release of the detainees, I proposed release of Japanese at Pusan who served out their terms as of July 30 just as soon as Japan repatriated the Korean detainees at Omura as of the same date. Item 2. Only Japanese text of the said Memoire has been received today whose tentative translation is given below. English will be given us tomorrow Sunday. Details will be reported via pouch. Aide Memoirs follows:
Aide Memoirs with reference to the proposal of the REPUBLIC OF KOREA Government to resume Korea -Japan talks, wihtout any condition on the part of Korean side, at the earliest possible date, which was made through Ambassador Yiu of the Korean Mission in Japan in his conversation with Japanese Foreign Minister Fujiyama on July 30, 1959, Japanese Foreign Minister wishes to reply as follows: Japanese Government welcomed this proposal made the Republic of Korea Government from a broad viewpoint of the relations between Japan and the Republic of Korea and, duly taking note of the above-mentioned representations by Korean side, agrees to the unconditional resumption of Korea -Japan talks at an earliest possible date, from its unchanging sincere desire to mormalise the relations between the two countries as promptly as possible.
In connection with the official notification reds by Ambassador Yiu to Foreign Minister Fujiyama during the above-mentioned conversation concerning the mutual repatriation of Korean detainees at Omura and Japanese fishermen detained at Pusan, Japanese Government desires that this ▣...▣ted without hindrance before the resumption of Korea -Japan talks."
